Clarification on "Fully Published" for Android Apps – Open Testing vs Production Release
The rules mention that apps must be “fully published” by the submission deadline. Does this include apps in the open testing phase, or does it specifically require a production release? I'd like to confirm if an open testing release will be acceptable, as long as the judges can access the app via the Play Store and test premium features using a promo code or free trial.

We do require the production app to be publicly available on the store unfortunately.

That rule, unfortunately, will probably cause 90% of developers to drop out. iOS testflight and/or Android apk on a google link should be allowed. They should fit the "publicly" requirement.

My android app is on 'In Review' State. Play Store reject my recent app submission, may be i am not able to submit my app.

Same here dude, I have been trying to publish the application for the last 10 days, but small issues are leading to rejection.
