Is first version of the app checked or last update on the App Store

So wanted to ask if we release our app earlier, can we add new features and release new updates until September 18. Or only first released version of the app should be checked?

    The first version of the app must be released between August 5 and September 18. So updating an existing app that was first released earlier will not be eligible.

    Sorry, but what I want to say was if the first version is between the deadline and we update the app before September 18 (lets say adding some new features or changing the design etc.) is it okay? Like latest version is checked or what?
